Faced with varying population projections and mounting concern over responsible growth and County character, Washington County decided to create a more reliable plan for future growth that addressed not only population boom, but other cultural, infrastructure and environmental pressures. This plan is intended to provide a unified vision for the County and Cities to manage growth responsibly and maintain the high quality of life that Washington County residents enjoy. Retained by Envision Utah, Winston Associates assisted in conducting over 10 public workshops across the County and synthesizing the needs and desires of residents into a workable Scenario for the County and City governments to follow for years to come. The scenario(s) developed address everything from open space preservation to traffic to residential density and commercial corridor growth.
Neighborhood Revitalization Strategy
The City of Wheat Ridge retained a design team led by Winston Associate to develop a strategy for revitalizing the City to provide direction in regaining its strength and reinventing itself as a thriving, sustainable, and economically diverse community. The strategies that emerged out of Repositioning Wheat Ridge build upon the City’s assets and are oriented around two key themes: 1) Improving image and physical conditions, and 2) Increasing leadership capacity and civic engagement to mobilize the community.

Comprehensive Plan Update
The foundation of the Comprehensive Plan was built with the assistance of hundreds of participants. The process included community public meetings, meetings with community stakeholders, the Citizens’ Advisory Committee, Technical Advisory Committee, Planning Commission, City Council, and County Commissioners. In general, many of the ‘growth issues’ identified through this extensive input were not as much about how much Montrose is going to grow, but rather the efficiency and quality of their growth. The 8 Guiding Principles born out of the process are supported by a series of goals, policies and action strategies to ensure sustainable and consistent implementation in the future.
